I require a database and PHP or ASP.Net. Also, I’m looking to spend only $100/year or less.

check out readyhosting.com – its only $99 bucks a year and if you sign up for a reseller acct, each additional account is $49..
They have most things you’ll need… BUT… Their tech support is only 8am-6pm (Pacific time) Monday thru Friday which stinks if you need answers ASAP on a weekend.
