Drupal (http://drupal.org) consistently seems to get lots of praise for being easy to use, highly extensible and secure. I was able to get it running pretty quickly and there is extensive support in many languages.
You can compare all sorts of different cms’s at http://www.cmsmatrix.org/ I think Geeklog, Mambo, PHP Nuke, and phpSlash are the most popular (at least I had heard of them before going to cmsmatrix).
